Our work on the flagship project for the Oklahoma Military Department (OMD) and the State of Oklahoma resulted in a DBIA Merit Award–winning project.

We supported OMD in overhauling the RFQ and RFP structure to streamline performance requirements and make the documents clearer, more concise, and easier to navigate.

Our team implemented CSI’s UniFormat across the entire RFP and established a clear system that helped Design-Build teams understand what was allowable, not allowable, and preferred for the project.

Challenge

OMD set a goal to emulate one of the most sustainable buildings in the country at that time, which was the National Renewable Energy Laboratory (NREL) Research Support Facility (RSF) in Golden, CO. JDS arranged a building tour to help OMD gain additional insight on how NREL achieved the energy usage goals on their facility.

Approach

The RFP for this project included a required Energy Use Intensity (EUI) of 28 kBtu/ft2. This EUI was determined after examining the energy use across their entire building portfolio. Furthermore, because we understood user behavior plays a critical role in energy efficiency, we required the Design-Build Team provide an energy guide to help building occupants make informed decisions concerning plug load equipment brought into the building. This step helped ensure energy targets can be met post-occupancy. We understood from the very beginning the overarching goals of the project and were able to translate them into effective RFP performance requirements.

Impact

With the success of the Ardmore Readiness Center, the State of Oklahoma and the Oklahoma Military Department continues to engage JDS to assist in delivering successful design-build projects to this day on project types including museums, wellness centers, joint operations centers, barracks, field maintenance shops, and more. We serve as their repository of Design-Build knowledge, both as their Owner Advisor as well as gleaning and sharing lessons learned from our broader experience.
