We closely worked with the FBI’s Design-Build, procurement, legal and technical teams to assist them in executing their RMACC contracts.

The FBI had an established pool of qualified Design-Build teams utilizing their RMACC contracts.

Our scope of work included managing the development of the RFP and working closely with FBI procurement, legal, and technical teams to support execution of the project at the Hoover Building in downtown Washington, DC.

We successfully executed the project with the support of a highly skilled technical team and led a combined in-person and virtual competition that included three proprietary meetings.

Throughout the process, we managed risk across all areas of the project and assisted the FBI in selecting the most highly qualified Design-Build team with the best proposal within a modest budget.

Challenge

The aging Hoover Building sits within the National Capital Planning Commission (NCPC) and any exterior modifications or improvement required NCPC approval. The scope included there placement of as much piping, including both main lines and branch lines throughout the building, as possible. This was achieved while maintaining efficient building operations and minimizing personnel moves and disruptions. This project was further challenged because oft he COVID-19 pandemic which further complicated the execution of the project.

Approach

There are several areas that are classified as sensitive compartmented information facilities (SCIFs) that required little or no work to take place within them, complicating the renovation. The evaluation criteria for this acquisition included a comprehensive project management plan as the most important factor. The RFP required each team to provide the FBI with the scope of piping that could be replaced within the project budget and required all pumps and related equipment and equipment room modifications be included in their scope to provide a turnkey solution for replacing as much pipe as possible.

Impact

The project management plan validated the Offeror’s Design-Build Management Plan provided with their statement of qualifications. The team understood the importance of timing, coordination with the FBI, and the sensitive nature of all activities in the facility that required heightened security, off-peak working hours, and a detailed phasing plan. The project’s success was attributed to a solid plan for replacement and team alignment in a difficult working environment. The success of this project allotted the FBI additional years utilizing this facility in the heart of the nation’s capital.
